ToggleThe 15th of the month has a way of arriving early. Attendance is still being reconciled, a new joiner has no UAN, someone’s ESI number won’t validate, and the challan has to be paid before the portal and the bank both cooperate. If it slips, interest and damages follow. Then comes the labour department notice nobody expected.
Most Chennai businesses don’t have a compliance problem so much as a capacity problem. Payroll, PF, ESI and Professional Tax are each manageable on their own. Together, every month, on a deadline and with a changing headcount, they overwhelm a small team. That is why companies look for a payroll consultant, ESI & PF consultant in Chennai: a specialist who can own the cycle, keep the records audit-ready and be reachable when something goes wrong.
This guide explains what such a consultant does, what the rules look like in practice, and how to judge whether a partner is up to the job.

A payroll consultant, ESI & PF consultant in Chennai is a specialist who processes employee payroll and manages statutory compliance under the EPF and ESI Acts, Professional Tax, Labour Welfare Fund and related laws on a business’s behalf. The work covers registrations, monthly contributions and returns, employee records, payroll TDS coordination and audit or notice support. It lets an employer stay compliant without a full in-house payroll and compliance team.
Four things catch employers out:
PF and ESI contributions are due by the 15th of the following month. Professional Tax in Tamil Nadu runs on a half-yearly cycle, and Labour Welfare Fund follows its own schedule. Rules, ceilings and portal procedures are revised from time to time.
When the one employee who “knows the portal” leaves, filings are often the first thing to slip.
Missing UAN generation, incomplete e-nomination and unverified KYC create problems that surface months later, usually when someone exits and claims their PF.
A manufacturing unit in SIPCOT Sriperumbudur, an IT team on OMR and a facility vendor serving a corporate campus all have different registrations, wage structures and audit expectations.
| Zone | Typical Compliance Need |
|---|---|
| SIPCOT, Sriperumbudur, Oragadam, Guindy, Ambattur | Shift-based payroll, PF/ESI at volume, Factories Act and contractor compliance |
| OMR, Sholinganallur, Siruseri, Thoraipakkam, Perungudi, Taramani | Salaried payroll, PF, TDS on salary, GCC and tech-company audit readiness |
| Velachery, Anna Nagar, Nungambakkam, MGR Salai | SMEs and service businesses needing registrations, Shops & Establishment and PT |
| Kelambakkam, Vandalur, Tambaram, Chengalpattu | New units registering PF/ESI codes and onboarding their first workforce |
| Item | EPF (Provident Fund) | ESI (Employee State Insurance) |
|---|---|---|
| Governing law | EPF & Miscellaneous Provisions Act, 1952 | Employees’ State Insurance Act, 1948 |
| Typical applicability | Establishments with 20+ employees (voluntary coverage possible below) | Establishments with 10+ employees |
| Wage ceiling for mandatory coverage | ₹15,000 | ₹21,000 gross per month |
| Employee share | 12% | 0.75% |
| Employer share | 12% (split between EPF and EPS) plus administrative and EDLI charges | 3.25% |
| Payment due | By the 15th of the following month | By the 15th of the following month |

Ceilings, rates and procedures change, so confirm current figures with official notifications before filing.
Take four employees in a Chennai business, using illustrative figures:
| Employee | Gross Salary | Basic Wage | ESI Applicable? | PF Treatment |
|---|---|---|---|---|
| A (helper) | ₹14,000 | ₹8,000 | Yes, gross is under ₹21,000 | Yes, on actual or ceiling wage as per policy |
| B (technician) | ₹20,500 | ₹10,000 | Yes | Yes |
| C (supervisor) | ₹24,000 | ₹12,000 | No, gross exceeds ₹21,000 | Yes |
| D (engineer) | ₹60,000 | ₹30,000 | No | Typically calculated on the ₹15,000 ceiling unless the employer opts for actual basic, subject to joining-wage rules |
Two points often surprise employers. ESI is decided on gross wages, not basic. And if an employee’s wage crosses the ceiling in the middle of a contribution period, ESI coverage generally continues until the end of that period. These are the details that go wrong in spreadsheets and are why an experienced consultant is worth paying for.
If ₹1,50,000 of PF is deposited a month late, interest under Section 7Q at 12% per annum alone comes to about ₹1,500. Damages under Section 14B can be assessed on top of that, and the dues, records and employee grievances still have to be sorted out. Across a growing headcount, small delays become expensive habits.
Payroll Software vs Freelancer vs Specialist Consultant
| Factor | Payroll Software Alone | Freelance Filing Helper | Specialist Payroll and Compliance Consultant |
|---|---|---|---|
| Payroll calculation | Yes | Limited | Yes, with validation |
| Registrations and licences | No | Sometimes | Yes |
| Notices, audits and inspections | No | Rarely | Yes, with documentation and meeting support |
| Continuity if one person leaves | Depends on your team | High risk | Team-backed process |
| Handles legal changes | Software updates only | Depends on the individual | Tracks notifications and applies them |
| Accountability | Yours | Limited | Defined in the service scope |
Software is a tool and a freelancer is one person. A consultancy is a process with people behind it.
